The personnel services of the Armed Forces and their components (subsystems) in the dimensions of the Russian–Ukrainian War

Using the examples of Russia and Ukraine, this article shows how universal human values, the civilisational choice of the state, and the related political regime (democratic or totalitarian) exert a decisive influence on the formation and orientation of personnel services systems in the armed forces. It demonstrates how the state’s attitude towards the human person, life, and dignity shapes the structure and direction of personnel services in the armed forces. Particular attention is given to the key differences between the Ukrainian subsystem of religious support for service personnel and its Russian counterpart. The article explains why a personnel services system with moral support and religious support subsystems exists and continues to develop in the Armed Forces of Ukraine. It also shows how values generally accepted in society shape moral readiness to choose good and justice in the conditions of war and in the repelling of aggression.
