Abstract

The lecture engages the debate concerning the relation between politics and ethics. Ethics is the guardian of good practice and policy the guardian of the quality of life in the community. The author discusses their mutual historical development paying special attention to two dates. First in 1789, when the Bastille was demolished and the Republic founded with a slogan of ethical content (“Liberty, Equality, Fraternity”), but only in order to control it. The second date is 1989, the year in which the Berlin Wall fell, constitutes a turning point and the dominance of ethics over politics promoted by the triad: democracy, accountability, and human rights, which undoubtedly belong to the highest value. The problem with this is that ethical values can be used in an ideological way. In the final section, the Christian position on the proper relationship between ethics and policy and vice versa is discussed.

  • Jean-Louis Bruguès, Archivista e bibliotecario di Santa Romana Chiesa
    Nato a Bagnères-de-Bigorre (Hautes-Pyrénées, Francia) il 22 novembre 1943, entra nell’Ordine dei Predicatori nel settembre del 1968, emette la professione solenne il 2 ottobre 1972 e viene ordinato sacerdote il 22 giugno 1975. Dal 1980 al 1997 ricopre incarichi di governo all’interno dell’Ordine. Laureatosi nel 1962 nella Facoltà di Diritto a Montpellier, nel 1965 consegue la licenza in Scienze Economiche a Montpellier e a Parigi, nel 1966 ottiene il diploma dell’«Institut d’Etudes Politiques» a Parigi e nel 1972 il diploma di Studi Superiori in Scienze Politiche a Strasburgo. Chiamato nel 1976 ad insegnare Teologia Morale Generale presso l’«Institut Catholique» di Tolosa, nel 1986 diviene membro della Commissione Teologica Internazionale, conservando la nomina fino al 2002. Nel 1989 consegue il dottorato presso l’«Institut Catholique» di Tolosa e nel 1992 vi ottiene la cattedra di Teologia Morale Generale, mantenendola fino al 1997. Dal 1997 al 2000 è titolare della cattedra di Teologia Morale fondamentale all’Università di Friburgo (Svizzera) e dal 1998 al 2000 è membro del Comité National Consultatif d’Ethique in Francia. Eletto vescovo di Angers il 20 marzo 2000, viene consacrato il 30 aprile seguente. Dal 2002 al 2006 è presidente della Commission doctrinale dei vescovi di Francia. Già consultore della Congregazione per gli Istituti di Vita Consacrata nel 2006, il 10 novembre 2007 è nominato Segretario della Congregazione per l’Educazione Cattolica e nello stesso anno diviene membro del Pontificio Consiglio della Pastorale per i Migranti e gli Itineranti. Dal 2010 è membro della Congregazione per la Dottrina della Fede. Il 26 giugno 2012 papa Benedetto XVI lo nomina Archivista e Bibliotecario di Santa Romana Chiesa. Ha ricevuto il dottorato honoris causa presso l’«Aquinas Institute of Theology» di Saint Louis negli Stati Uniti (2002) ed è stato nominato Chevalier de l’Ordre de la Légion d’Honneur (2004).
