The conception of creating the public media in Poland pointed to the fact that these broadcasters had to fulfill the public mission. To this end the duty of paying the license fee in aid of this media sector was introduced. Only in this way the public media could remain independent. This article focuses on presenting regulations concerning the public charge and describing difficulties in the field of collection of this license fee. This analysis shows that the Polish system of the collecting of the license fee cannot be effective.Downloads
