The aim of this article is to present the understanding of the concept of primacy and the role of the Bishop of Rome in the second half of the third century. After analyzing the correspondence between Cyprian of Carthage and the Roman bishops, Cornelius and Stephen, it can be concluded that the primacy of the Bishop of Rome was obvious, but in Carthage it was perceived in terms of primacy, and in Rome – especially during the episcopate of Stephen – in terms of supremacy. This article also presents two specific issues: the context in which the correspondence between Rome and Carthage arose and its analysis. Cyprian's letters were addressed to three entities: the Roman clergy, the Bishop Cornelius and the Bishop Stephen.
